Puppy Pictures !

A few new pictures to share with you of our Cavalier puppies ~ they are now about 10 weeks old and really getting playful ! 









News on the new APHIS Rules....

Can anyone say intentionally vague ???  

(APHIS is part of the United States Department of Agriculture. The acronym stands for "Animal and Plant Health Inspection Service.")


Those of you who are "just pet owners", not breeders, may think this ruling has nothing to do with you and others like you, but it does. The intent of those behind the drive for these new rules is to eliminate dog breeders, not just "puppy mills"  but all breeders. Where  are you going to get your next dog when we're all gone? And if you enjoy competing , hunting, traveling or other activities with your dog, these new rules could ultimately impact your freedom to enjoy your four-legged friends.....

So, read on folks, and think about it...
no matter where you fall in the animal rights vs . animal welfare debate, if you love animals, there is a strong potential for the "ripple effect"  from these new regulations to have an impact on YOU. 


"Confusion" seems to be the key word when it comes to dog breeders—well actually cat and other animal breeders also—understanding the intricacies of the new APHIS rules that will go into effect in a couple of months.A recent conference call during which APHIS representatives attempted to answer sincere questions from breeders hoping to get some much needed clarification resulted in frustration, confusion, and more (unanswered) questions !---- If you go to http://tinyurl.com/nyb4s5g you can get a pdf of the actual transcript of the conference call. Intentionally vague rules and intentionally vague responses to concerned breeders' questions are scary. They leave a lot of issues open to "interpretation" that most of us are pretty sure will not be "interpreted" in favor of small hobby breeders who are NOT mass producing, breeding strictly for profit, or providing pet stores and unscrupulous people with animals simply because they meet the purchase price !

Good Information for Holiday Donations !



Ok, so this isn't dog related....I do have a small life outside of my kids and dogs ! :)

Important Legislation News in the USA


The Agriculture Department is cracking down on dog breeders who sell puppies over the Internet with new regulations that will force them to apply for federal licenses.
The rules announced Tuesday would subject dog owners who breed more than four females and sell the puppies online, by mail or over the phone to the same oversight faced by wholesale animal breeders.
Many breeders who run their businesses online have skirted federal oversight by classifying themselves as retail pet stores, which are exempt from licensing requirements. Commercial pet stores aren't required to have licenses because buyers can see the animals before they buy them and decide whether they appear healthy and cared for.

The new rules, first proposed last year, would ensure that most people who sell pets over the Internet, by phone or mail order can no longer do so sight-unseen. Sellers either must open their doors to the public so buyers can see the animals before they purchase them, or obtain a license and be subject to inspections by the Animal and Plant Health Inspection Service.
 

 
 
 
Puppy mill

The American Kennel Club is "dismayed" by the rule change, calling it "overly broad" and saying that, despite Shea's assurance, the license fee and requirements will hurt hobby breeders.
"The federal government has missed an opportunity to introduce a smarter, more effective rule to deter unscrupulous breeders and sellers by imposing a regulation based on the number of dogs sold, not the number of dogs a person owns," AKC spokeswoman Lisa Peterson said in a statement.

The rules are targeted to dog breeders but could affect breeders of other animals too. The Agriculture Department estimates that up to 4,640 dog breeders could be affected by the rule, along with about 325 cat breeders and up to 75 rabbit breeders.

"People who have generally been thought of as 'hobby breeders' continue to be exempt," Shea said.
Shea said the licenses will cost $750 or less and complying with the USDA regulations should only be expensive for breeders who aren't already ensuring their animals have adequate housing and medical care.

Small-size breeders have lobbied against the changes, saying the rules could regulate them out of business. USDA's Shea says the department set the minimum of four breeding females to ensure that those smaller sellers would be able to continue offering puppies.
Alboum said the rules still have a loophole because they won't apply to breeders who meet buyers face to face, even if it's just to hand off the puppy in a parking lot.
"If you deliver the dog directly to the person or the person comes to pick up the dog hand to hand, you don't have to comply with these rules," she said.


PawsUp would also like to ask :
Why not more  strictly enforce the current laws rather than create even more laws ???
If the resources and education to enforce animal legislation more than "hit-n-miss" are not provided, no amount of laws will help solve the problem of "puppy mills". The loophole that is supposedly helping protect hobby breeders could be utilized by puppy mills also, it only prevents petstore or other dog orders from being filled sight unseen... And, if I want to import a dog from another country for show and breeding, is this going to be prohibited since I am not traveling to that country first to see the animal ?!? This is a legitimate concern for many reputable hobby breeders !
Utilizing programs such as the AKC Canine Good Citizen Program to encourage responsible pet ownership and it's already active and enforced DNA registration policies are proven effective and cost effective strategies....food for thought !

Dog News from Romania....What do you think ???

 Roaming  the streets of Bucharest are many sad-eyed, scraggly mongrels that shelter in demolition sites, rifle through garbage — and increasingly attack humans. The capital's massive stray dog population, a legacy of communism and its aftermath, can have lethal consequences: In recent years, a Bucharest woman was killed by a pack of strays, and a Japanese tourist died after a stray severed an artery in his leg.
Now, after a 4-year-old boy was fatally mauled last week, the city wants to take action. The controversial plan that has divided Bucharest? To capture and kill Bucharest's tens of thousands of strays, blamed for dozens of attacks every day that need medical treatment. Animal lovers and dog-wary citizens are at such loggerheads that the city has called a referendum next month on whether to go forward.
"We will do what Bucharest's people want, exactly what they want," Mayor Sorin Oprescu said last week in announcing the Oct. 6 referendum.
But Oprescu said late Tuesday night that he will ask City Hall to cancel the referendum after Parliament voted to allow Bucharest's plan to go ahead.
The 226-23 vote, with 21 abstentions, came in the Chamber of Deputies. The bill must now be signed by the president, then published, before it can become law and allow the dog killing campaign to begin.
The stray dog population of this city of 2 million rose rapidly as the city expanded into once rural areas after communism ended in 1989. The Matei Bals hospital which handles infectious diseases has treated 9,760 people for dog bites in the first eight months of the year, of which a quarter were children, according to spokesman Catalin Apostolescu. It was the death of the 4-year-old boy playing with his older brother in a park that sparked a new impassioned debate over putting down strays.
A day after the fatal attack, President Traian Basescu, a vocal supporter of stray dog euthanasia, called on the government of Prime Minister Victor Ponta to pass a law that would allow for stray dogs to be killed. "Humans are above dogs," Ponta said.

Hundreds have demonstrated both for and against the measure and have vowed to continue rallying in coming days. The current law only allows the killing of stray dogs that are sick. Animal welfare group Vier Pfoten says the city has 40,000 stray dogs, while City Hall claims there are 64,000 strays. No figures are available for the end of the communist era, but Bucharest residents remember the stray population exploding after the Soviet collapse.

Burgeoning stray dog populations plague other countries in the former Eastern Bloc — sometimes leading to extreme measures. In Ukraine, authorities in the capital, Kiev, were accused of resorting to poisoning strays as they prepared to host the Euro 2012 soccer championships. And in the Kosovar capital of Pristina, officials gunned down nearly 200 strays over the course of three weeks as part of a culling campaign.
Many Bucharest residents simply fear they are being overrun by street mongrels.
"We want a civilized capital, we don't want a jungle," said Adina Suiu, a 27-year-old hairdresser. "I will vote for them to be euthanized. I drive a car most of the time, but when I walk around my neighborhood, I am always looking over my shoulder. If we don't stop them now, we will be taken over by dogs."

Vier Pfoten counters that the solution isn't killing strays but sterilizing them. The group has sterilized 10,400 dogs in Bucharest since 2001 — but says the problem needs to be tackled on a mass scale that is beyond the capacity of animal welfare groups.
Basescu, who says he is an animal lover, has adopted three stray dogs — and urges others to do the same. But he says that strays that aren't taken in should be put down. Authorities argue that mass sterilizations aren't a solution because of cost and logistics — and that euthanizing eliminates the threat of attacks.
 
Bucharest has historically had a thriving stray dog population. The problem became acute in the communist era when former Communist leader Nicolae Ceausescu razed large swaths of the city and residents were forcibly moved into high-rise apartment buildings.

Dogs are Angels

“Dogs are minor angels, and I don't mean that facetiously. They love unconditionally, forgive immediately, are the truest of friends, willing to do anything that makes us happy, etcetera. If we attributed some of those qualities to a person we would say they are special. If they had ALL of them, we would call them angelic. But because it's "only" a dog, we dismiss them as sweet or funny but little more. However when you think about it, what are the things that we most like in another human being? Ok, Ok , I know I have been promising updated puppy pictures, show reviews, and the like....I have been so crazy busy with the start of the school year... and nom my computer is at the pcwizard's house to get fixed...so I am temporarily a little limited with what I have access to that I can
share! I have not been keeping up with this blog very well and I must Thank everyone for their encouragement and interest !
